Kazakhstan Implements Mechanism for Procurement of Kazakhstani IT Solutions for "Samruk-Kazyna"
Registry of IT Companies and Products to be Formed in Astana Hub
The Ministry of Innovation and Digital Development of Kazakhstan, together with "Samruk-Kazyna," has developed a mechanism for priority procurement of domestic IT solutions for the fund's subsidiaries. This was reported by the press service of the department.
Changes to the procurement procedure for "Samruk-Kazyna" and organizations in which 50% or more of the shares belong to the fund came into force on September 21, 2026. The technological hub Astana Hub will form a registry of domestic IT companies and products, taking into account scoring, categories, and codes of the Unified Nomenclature Reference Book of Goods, Works, and Services (ENS TRU).
Priority procurement of relevant works and services from Astana Hub residents included in a special registry is envisaged.
To automate the main procedures, the zakup.sk.kz and Astana Hub databases will be integrated. This will reduce the contract conclusion period to 10 working days.
Within the framework of the new mechanism, procurements will be carried out in a simplified manner by requesting price proposals from Astana Hub residents. At the same time, the list of priority works and services will be approved by members of the Expert Council on Information Technologies of "Samruk-Kazyna".
The pilot project will last until July 1, 2027. The Ministry of Innovation and Digital Development of Kazakhstan believes that this will be another incentive for the development of the domestic IT sector and the scaling of effective solutions. In addition, the procurement mechanism will become an additional means of monetizing Kazakhstani developments.
