Kazakhstan Prepares Regulatory Framework for Urban Air Mobility Program

Vertiports to be built in the republic

The aviation industry is actively developing in Kazakhstan. This was announced during a board meeting of the Ministry of Transport of the Republic with the participation of Deputy Prime Minister Roman Sklyar and representatives of the Presidential Administration.

In 2025, Kazakhstan's airports served 31.8 million passengers and processed 173.3 thousand tons of cargo. The passenger traffic of airlines amounted to 20.7 million people, of which 15.4 million were accounted for by Kazakh carriers.

Control over the observance of passenger rights has been strengthened: 27 unscheduled inspections of carriers and airports have been carried out, and administrative measures have been applied.

Currently, domestic transportation is carried out by 5 Kazakh airlines on 56 routes. To ensure transport accessibility, the authorities subsidize 23 routes to remote areas.

Digital solutions being implemented:

  • automation of passport control
  • biometric identification of passengers
  • e-Freight cargo processing
  • development of the Urban Air Mobility program (preparation of a regulatory framework for the operation of unmanned aerial vehicles and eVTOL technologies, creation of vertiports)

In November 2026, the Republic will participate in elections to the Council of the International Civil Aviation Organization (ICAO), the press service of the Ministry of Transport of Kazakhstan added.
